Professional Experience

Building Research Council – University of Illinois (7/01-present)
Senior Research Specialist in the areas of sustainable design and development and energy efficiency. Develop indicators of sustainability for the built environment that are regionally weighted, evaluate urban growth within a dynamic modeling environment, evaluate environmental risk associated with rapid urban growth, model distributed generation technologies, develop encroachment analysis and capability assessment techniques for military installations, and advise on energy policy, energy security, and green building rating systems for the US Army. Participate in several committees of the US Green Building Council. Develop and teach Continuing Education courses in sustainable design and the architecture of sustainability.

U.S. Army Construction Engineering Research Laboratory (9/97 – 8/01)
Senior Research Engineer and Project Leader in the areas of strategic energy planning, sustainability, and environmental impact of the buildings and development patterns. Led team of engineers and architects in establishing Sustainable Project Rating Tool (SPiRiT), balancing strategic issues of energy supply and demand at military installations, developing tools to assess energy conservation opportunities at DOD installations (Renewables and Energy Efficiency Planning Model and Energy Project Assistant), and modeling the dynamics and impacts of urban development (LEAM). Authored the Army’s Energy Management Plan and provided advice and guidance to Headquarters, U.S. Army in the area of energy policy and sustainable design and development. Member of the US Green Building Council LEED3.0 Steering Committee and chair of the Multiple Buildings Technical Advisory Group. Completed all course work for PhD in Regional Planning and passed qualifying exams.

U.S. Army Construction Engineering Research Laboratory (9/91 – 8/96)
Lab Operations Chief, Division Chief, Team Leader, Project Manager, and Researcher. Managed the efforts of approximately 100 professional and support staff in the Facilities Technology Laboratory. Developed, planned, and programmed research and development projects. Directed and evaluated lab operations and functions for programs to insure reliable and economic energy supply and highly efficient utilization of energy by military installations and facilities. This is accomplished through research and development of new and innovative energy conversion and distribution, new methods and materials for energy utilization, procedures for energy system design and management, and improved methods for predicting the reliability-availability-maintainability of electrical and mechanical equipment and systems. Managed the Construction Productivity Advanced Research (CPAR) Program.

Headquarters, U.S. Army - Europe, Heidelberg, Germany (8/84 - 9/91)
Senior Mechanical and Environmental Engineer for Europe. Established and promulgated policy for mechanical aspects of utility systems including heating plants and thermal energy distribution systems; boiler water treatment; HVAC; petroleum storage and distribution systems; fuel selection and specification (coal and oil); coal storage and utilization; and heating plant fuel conversions and environmental compliance. Planned and managed the Heating Plant Emission Control Program and the Heating Modernization Program. Participated in negotiations with utility suppliers of district heat for conversion of 230 installations. Reviewed plans and technologies and helped develop projects for district heat conversion and implementation. Coordinated program with Federal Republic of Germany officials. Led the Command’s Energy Management Program. Programs I developed and managed resulted in over $1 billion in estimated life cycle cost savings.

US Army Facilities Engineering Support Agency, Ft Belvoir, VA (7/75 - 7/84)
Branch Chief, Senior Engineer, Team Leader, and Engineer. Supervised 17 engineers, scientists, and technicians (both military and civilian). Provided engineering consulting services Army-wide. These included design review, and problem solving skills to various engineer staffs in the areas of nontactical power generation, HVAC, boilers, heating plants, thermal energy distribution, POL storage and handling, water & waste water treatment plants and systems, solid waste disposal, air and water pollution control, corrosion control, water chemistry, and Energy Monitoring and Control Systems. Instituted the Energy Engineering Workshop Program and taught at over 25 workshops in the continental U.S., Alaska, Hawaii, Japan, Korea, Germany, and Kwajelein Atoll. Served as a Technical Inspector for the Army Inspector General at DoD nuclear reactor facilities. Provided electrical, control, and instrumentation engineering support for Army nuclear power plants. Designed plant modifications, reviewed malfunction reports, reviewed NRC Regulatory Guides and ANSI standards for applicability. Participated in the design of the Emergency Core Cooling System (ECCS) for the US Army Power Barge Sturgis. Managed A/E contracts and provided on-site engineering support during the ECCS installation.

General Electric Co. – Nuclear Energy Division, San Jose, CA (7/73 - 6/75)

Program Engineer. Dynamically modeled nuclear power plants and authored Transient Analysis Design Reports. Developed input for Final Safety Analyses Reports for Boiling Water Reactors and participated in start-up testing of nuclear power plants, conducting transient response testing and tuning the major control systems. Designed and analyzed feed water control systems and other plant control and instrumentation. Authored Dynamic System Design Manual: Plant Operation.

US Air Force (11/63-11/67)
Russian Linguist and Intelligence Analyst. Completed Russian Language Course at Syracuse University and Voice Intercept Processing Course at Goodfellow AFB, Texas. Stationed overseas in Zweibrucken, Germany, and Shemya Air Station, Alaska.
